Job Full Description

Job Summary: We are seeking a detail-oriented and organized Accounts Payable Specialist to join our team. The ideal candidate will be responsible for managing the accounts payable process, ensuring accuracy and timeliness in invoice processing, and payment disbursements, and maintaining compliance with internal policies and procedures. This role requires strong analytical skills, excellent communication abilities, and a proactive approach to problem-solving.

 

Responsibilities include:

 
• Receives and reviews requisitions, purchase orders, change order requests, and invoices; checks records for accuracy, proper signature authorizations, and required documentation; closes or disencumbers purchase orders as requested by other departments.
• Provides front desk support for the Administrative Services Department; greets customers and vendors in person; answers incoming telephone calls; answers routine questions from vendors and the general public regarding City purchasing requirements, processes, and other information.
• Prepares and enters purchase requisitions for Finance approval and data entry input; distributes purchase orders to vendors and City staff; requests, receives, and enters insurance documentation and other relevant vendor information into division records.
• Solicits and compiles data from various sources for purchasing purposes; obtains prices and purchasing information from catalogs and follow-up inquiries, including product information and related standards.
• Maintains master vendor lists and user lists; processes related forms and reports; creates new vendor records and enters vendor information into purchasing tracking system.
• Opens, sorts, and distributes incoming mail, packages, faxes, email communications, correspondence, reports, requests, and complaints to appropriate staff.
• Assists with annual inventory counts and monthly reconciliation reports.
• Observes and complies with City and mandated safety rules, regulations, and protocols.
• Performs related duties as assigned.

Pay:$20.35-$24.74 p/ hour

 

Schedule: Mondays - Thursday 7:00 am - 6:00 pm

 

Qualifications:

 

• Public purchasing procedures, regulations, and terminology.
• City-wide and department-specific policies, processes, procedures, and programs.
• General office business, administrative, and clerical practices.

• Basic functions of public agencies, including the role of an elected Council and appointed boards and commissions.
• Payroll and finance software used by the City.
• Business arithmetic.
• Principles and practices of recordkeeping, filing systems, and processing of documents.
• Principles and practices of sound business communication.
• Methods and techniques of inventory control.
• City and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

 

Ability to: 

 

• Understand, explain, and apply City purchasing policies and procedures.
• Read and interpret purchase requisitions.
• Evaluate quality and price of products to judge suitability of goods and alternatives offered.
• Understand and respond to requests for assistance from the public and City staff, both on the telephone and in person, and take detailed messages.
• Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
• Handle requests or complaints in a professional manner.
• Enter and prepare clear and accurate data for records and reports.
• Work as a team player as well as independently.
• Organize and order supplies and materials.
• Review and process invoices from vendors for payment; monitor expenditures.
• Understand and follow verbal and written instructions.
• Demonstrate responsibility when handling sensitive matters or confidential documents.
• Perform detailed account and financial office support work accurately and in a timely manner.
• Review financial documents for completeness and accuracy.

• Make accurate arithmetic, financial, and statistical computations.
• Establish and maintain a variety of filing, record keeping, and tracking systems.
• Interpret, apply, and explain applicable federal, state, and local codes, regulations, policies, technical processes, and procedures.
• Make accurate arithmetic calculations.
• Organize and maintain office and specialized files; file and maintain automated and hardcopy records with accuracy.
• Use tact, initiative, prudence, and independentjudgment within general policy, and procedural guidelines.
• Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
• Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
