DEFINITION:

Under general direction, the Finance Manager performs professional-level duties in one or more internal support areas typically regarding Administrative, Finance, Payroll, and Benefits.  Within these categories the Finance Manager position includes indirect or direct supervision of technical and support staff. Areas may include; budgeting, accounting, auditing, payables and receivables, grant processing, fee collection activities, compile and analyze data, participates in design and implementation of systems and procedures; and other assignments supporting the mission of the organization.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs professional analytical and technical work in the formulation and administration of department budgets, fiscal and administrative management of grants and contracts, assistance to the Director of Finance and Administration with many tasks related to routine financial compliance and reporting.
     
  • Compiles and analyzes data and makes recommendations to the Director on the formulation of policy and procedures, and staffing and organizational changes; conducts surveys and performs research and statistical analysis on financial, administrative, personnel, and/or operational problems.
     
  • Participates and assists in the design, implementation, and installation of new and revised programs, systems, procedures, methods of operation, and forms.
  • Compiles materials and assists in the preparation of budgets, reports, manuals, audit reports, and publications.
     
  • Coordination of departmental budget activities with other City departments and divisions, and with outside agencies;
     
  • Assists with the coordination and monitoring of daily administrative functions of the finance department; Leads the Utility Department staff in providing excellent customer service to all customers, represents the department in meetings, responds to complaints and requests for information, and completes management adjustments to customer accounts as needed.
  • May train staff as assigned.
     
  • Provides exceptional customer service to those contacted in the course of work.
     
  • Other related duties may also be performed.

QUALIFICATIONS:

 

Knowledge of:

  • Principles of public and business administration, governmental functions, organization and accounting; principles and methods of supervision.
  • Principles and practices of organization and public administration.  Methods and procedures in analyzing problems and developing alternatives and solutions.
  • Fiscal management; public funding, budgetary preparation and control. Principles and practices of statistical analysis. Research techniques, methods, and procedures.
  • Applicable Federal, State, and local laws and regulations.
  • Current office methods, systems, procedures, forms and equipment. Use of personal computers and Microsoft software programs.
     

Skill in / Ability to:

  • Use of computers, computer applications, and software.
  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both customers and co-workers. Maintain effective working relationships with a wide variety of individuals, groups and organizations.
  • Conduct complex administrative and financial studies.
  • Assist Director to analyze, monitor, plan, prepare, and present complex administrative and financial studies and budgets.
  • Analyze data, regulations, procedures and requirements, and develop alternative solutions to a variety of financial or administrative problems.
  • Work independently, and organize and prioritize work. Be flexible to changes in workload and work situations.
  • Read, comprehend, interpret and explain complex legal and technical documents, reports, rules, regulations and legislation.
  • Give and follow oral and written instructions. Supervise the work of others.
  • Write clear and concise studies, reports, and fiscal information using correct grammar.
     
  • Meet multiple deadlines.

EXPERIENCE AND EDUCATION

Experience:
Three (3) years of experience in complex fiscal administration that includes accounting responsibilities, preferably including at least one (1) year experience in a supervisory capacity.
 
And

Education:
A Bachelor's Degree from an accredited college or university with major coursework in public or business administration, economics, accounting, or a closely related field.
