GIS TECHNICIAN
JOB SUMMARY: This is a responsible entry-level GIS position involving the development and administration of GIS data and programs which provide for utilization of GIS data by various departments as administered through the Planning Department. The work performed is under the direction of the Planning Director. Provides input and assists the Planning Director in developing program policies. May assist the Planning Director with supervision over clerical staff projects. Related work done as required.

BASIC REQUIREMENTS:
Education: Graduation from a regionally accredited college or university with a bachelor’s degree in Geography, Geographic Information Science, Urban Planning, Environmental/Natural Resources Studies, or similar field.
Experience: Two (2) years of progressively responsible experience in Geographic Information Systems, Planning, Environmental Science or a closely related field.
LICENSE REQUIREMENTS, CERTIFICATES, ETC. ESSENTIAL JOB FUNCTIONS:

• Provide custom and regular GIS analysis and presentation of reports.
• Develops and implements up-to-date, user-appropriate solutions for optimizing field data collection, viewing, validation, and design.
• Works with the Public Works Department to establish appropriate work order processes to maintain necessary GIS data to support various certifications and permits held by the organization.
• Works closely with several departments, including the Planning Department, Public Works Department, and Information Technology Department to provide solutions for maintaining, distributing and expanding the GIS database.
• Assists Planning Director in the Development of policies as needed to ensure GIS supports all departments with accurate and prompt asset data.
• Assists and trains both technical and non-technical end users of GIS in the distributed GIS products.
• Provides proposed project details for updating data in the GIS.
• Develops and follows schedule for updating GIS base map database files.
• Digitizes subdivision plats, plans and other documents from developers and the Public Works office to keep the GIS database current.
• Identifies and implements processes to automate and/or improve data collection, integration, and presentation, including developing templates and protocols, as needed.
• Runs engineering analysis models, reports errors or invalid outputs, and presents results.
• Produces maps, diagrams, and reports, as requested.
• Maintains up-to-date knowledge of technology and GIS functionality.
• Obtains and maintains appropriate GIS certifications.
• Participates in local professional group meetings, online professional training opportunities, and stays abreast of new trends and innovations in the field of GIS, database management, and related hardware/software.
• Focuses on detail, accuracy, and quality in all aspects of the job.
• Works collaboratively in a team environment with a spirit of cooperation.

KNOWLEDGE, SKILLS AND ABILITIES:
• Good knowledge of the purposes, principles, terminology, and practices employed in municipal, county, or regional planning
• Good knowledge of governmental operations, laws, and related rules,
• Good knowledge of the methods and techniques used in public relations and promotions activities.
• Good knowledge of the geography of the county.
• Good knowledge of the problems and programs currently of issue
• Knowledge of Floodplain Management and Stormwater drainage best management practices, as well as public utility system design.
• Good knowledge and experience with the latest ArcGIS Pro and ArcGIS Online software programs and other ESRI products, and also the Microsoft Word suite of products.
• Experience with using GPS collection processes.
• Ability to express ideas clearly and concisely, both orally and in writing.
• Must be able to exhibit tact and courtesy in all activities.
• Attention to detail skills, a high level of accuracy, and neatness.
• Must have good interpersonal and communication skills.
• Ability to work under pressure and meet deadlines.
• Must maintain a valid Driver’s license
HOURS OF WORK, SUPERVISORY RESPONSIBILITY AND ACCOUNTABILITY REQUIREMENTS:
• Normal operating hours – Monday through Friday, subject to emergency call out.
