Senior Buyer / Procurement Specialist

Express Employment Professionals has been asked by one of our clients in Indiantown, FL, to find an experienced Procurement Specialist who would be responsible for overseeing and executing the procurement of goods and services for various departments within the organization. Reporting to the Director of Finance, this role involves preparing solicitations, drafting contracts, and collaborating with internal teams and vendors to ensure compliance with organizational policies and regulations. The Procurement Specialist will analyze bids, manage vendor relationships, and support financial auditing processes.
Key Responsibilities:
- Ensure adherence to procurement policies, as well as relevant local, state, and federal regulations.
- Guide departments on procurement needs, helping to determine specifications and reviewing purchase orders for compliance.
- Assist with developing both immediate and strategic plans for acquiring goods and services; perform cost-benefit analyses and evaluate supplier offerings.
- Create and maintain comprehensive policies and documentation related to procurement activities.
- Prepare and manage requests for proposals, competitive bids, and other solicitation documents, working closely with department representatives and suppliers.
- Organize pre-bid meetings and assist in vendor selection, while overseeing contract preparation for review and approval.
- Maintain records of procurement activities, including vendor performance evaluations, bid analyses, and contract documentation.
- Analyze procurement data to provide insights for audit purposes and support the Finance Director as needed.
- Monitor market trends and supply chain developments to inform purchasing strategies.
- Investigate and resolve discrepancies in vendor invoices or payment issues in a timely manner.
- Develop and update tracking systems for procurement tasks and performance metrics.
- Utilize technology to improve efficiency and participate in system upgrades or process improvements when required.
- Attend relevant meetings and provide updates on procurement activities to internal stakeholders.
Qualifications:
- Education: Associate degree required, with a preference for candidates holding a Bachelor’s degree in a related field.
- Experience: At least five years of relevant experience in procurement or equivalent certification such as Certified Professional Public Buyer (CPPB).
- Knowledge: Familiarity with basic accounting, business communication, office management, and local government operations is a plus.
- Skills: Strong organizational and multitasking abilities, effective communication, proficiency in spreadsheets and business software, and an ability to maintain confidentiality.
- Licenses: Must possess and maintain a valid driver’s license.
Work Environment and Physical Requirements:
- Work is primarily performed in an office setting, with occasional physical activities like lifting items up to 25 pounds.
- The role requires frequent decision-making and multitasking, sometimes involving high-pressure situations or interactions with the public.
- Prolonged use of computers and office equipment, requiring regular hand and eye coordination.
Additional Information:
- Attendance and punctuality are critical, and the employee may need to participate in emergency tasks if required by the organization.
- The position includes a probationary period of six months.
