Payroll and Benefits Specialist
Payroll Duties:
· Responsible for compliance with Federal and State government rules and regulations including: payment of taxes, preparation of quarterly returns, processing of year-end tax reporting, coordinating appropriate payment and reporting for non-resident aliens
· Supervises production of all Paychex payroll runs, ensuring that deadlines are met.
· Supervises the reconciliation of all payroll related general ledger accounts.
· Ensures timely preparation of periodic reports and remittances for designated employer payments and employee deductions.
· Interfaces with external agencies including financial, workers compensation and disability auditors, IRS and Franchise Tax Board representatives, and EDD representatives.
· Facilitates the establishment of an employer tax presence in other States, as needed.
· Provides technical expertise to staff and constituents for both the HR/ Payroll and time attendance systems in addition to providing ongoing and on request training.
· Responds to verbal and written inquiries from employees regarding payments, withholdings, and volunteering deductions. Also ensures the timely response of same by payroll staff.
· Communicates on a regular basis with payroll constituents, supervisors, peers and staff to keep them fully informed of policies, procedures, changes and new developments.
· Performs complex tax calculations related to employee payments.
· Performs the testing and data verification for upgrades to existing systems and /or implementation of other payroll related systems.
Compensation and Benefits Duties:
· Manages the annual benefits open enrollment process, medical, dental, life insurance plan, and 401K plan.
· Completes various reports such as monthly expense and headcount reports related to benefits.
· Administers salary and wage programs; ensuring equitable and consistent application of compensation policies and guidelines.
· Administration of compensation programs, reviewing changes in wages and salaries for conformance to policy.
· Maintains all job descriptions and historic data pertaining to same.
· Works with system data, developing queries and writing reports; trains and provides guidance to other HR users in system navigation and data entry.
· Develops partnerships to ensure programs are understood and communicated; develops and provides individual and group training on a variety of total compensation topics.
· Provides consultation, information, and advice to Managers, Supervisors, and staff as requested.
· Responsible for policy administration for all benefits related policies; ensuring policies are current and easily understood.
· Implementation and effectiveness assessment of rewards and recognition programs as part of a total rewards strategy.
General Duties:
· Schedules prospective candidate interviews, works with operational management in the on boarding process of the candidates.
· Initiates the company notifications of all new hires, transferred and terminated employees.
· Monitors and maintains the organizations HRIS for tracking history on each employee.
· Maintains and monitors the organizations open vacancies within the operational teams.
· Updates executive management on a weekly basis.
· Maintains and monitors the criminal background investigation system, ensures compliance with contractual agreements set forth by our clients, audits and verifies employee forms are completed and the investigation results are addressed in a timely fashion.
· Maintains and monitors the exit interviews with exiting employees throughout the organization.
· Distribution of the detailed headcount reports to the business line managers to ensure up to date information.
· Maintains and distributes the organizational charts to the business line managers to ensure the organizational structure is implemented accurately.
· Maintains performance evaluation reports, probationary employee reports to ensure the organizational managers are performing their fiduciary responsibilities as required.
· Monitors and maintains all Department of Labor unemployment notices, potential charges, coach and guide operational management through the hearing process prior to attending hearing, attends hearings as required, maintains the monthly experience rating report for accuracy of claims charged to the company’s accounts.
· Monitors and maintains I-9 eligibility for all employees, ensuring federal compliance is maintained on a consistent basis for potential agency audits.
· Responsible for monitoring and maintaining proper reporting of all workers compensation injuries through the claims management service, ensures all documentation is received from the injured employee and the employee maintained compliance within the state requirements for reporting Workers Compensation injuries and monitors any open cases for potential issues.
· Assists employees with any ongoing issues.
· Maintains, updates all departmental forms and process flows..
· Maintains confidential record keeping and reporting.
· All other duties as assigned by management such as special projects, job descriptions, HR procedure manual maintenance etc.
Required Skills/Abilities:

Experience:
- 3-7 years of Payroll Processing experience.
- Experience in performing all payroll functions, including working in a payroll system required (i.e., ADP, Paychex, etc.).
- Experience with US multi-state and Canada payroll processing is required.
- Experience with Time and Attendance or equivalent time management systems.
- Experience in training/onboarding new management with HRIS system.
- Prior experience in a Service Center Environment preferred.
- Experience in a large company with complex Payroll processes, procedures, and issues.
Education:
- High school diploma or equivalent required.
- Undergraduate degree in Human Resources or related field preferred.
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) is preferred.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to access and navigate all areas of the worksite facility.
- Lifting items 20 lbs. or less occasionally.
