Job Full Description

The Property Manager is responsible for the overall operations of several properties using the guidelines of HUD/USDA Rural Development/Tax Credit/HOME (as applies). This person also oversees the day-to- day operations of the properties, including but not limited to asset management, tenant relations, the maintenance technician, and is responsible for directing the apartment community toward the accomplishment of the company’s key goals and objectives.

 

Essential Duties and Responsibilities

  • Creates a positive atmosphere for residents.
  • Responds to requests or complaints in a timely and professional manner.
  • Interacts with the resident council, as needed, or requested.
  • Participates in resident celebrations and events and assists in developing new activities and programs as needed or requested.
  • Interacts and coordinates with agencies to provide necessary services and programs on the property. • Promotes and protects residents’ rights.
  • Works collaboratively with the Resident Service Coordinator to execute resident service plan for eligible properties.
  • Complies with HUD, Rural Development, HOME, and Tax Credit regulations regarding income certification and other documentation as needed or required.
  • Performs annual and tenant requested income re-certifications and issues rent increase notices within the program and legal guidelines.
  • Interviews prospective applicants and coordinates rental of vacant units.
  • Maintains waiting list for properties.
  • Maintains a record of financial transactions with tenants. Qualifications
  • Enforces rental agreements, rules, and policies with particular attention to guest policies and security issues.
  • Monitors building expenditures and regularly produces property reports.
  • Participates in planning the building budget.
  • Maintains files, records, lease agreements, and other documents in accordance with the company’s file security policy.
  • Ensures proper interior and exterior building and property maintenance, sanitation, and compliance through regular inspection.
  • Develops and maintains effective working relationships with community resources, including police and fire departments.
  • Reports any unusual or suspicious activity regarding the residents of the property to the appropriate Supervisor.
  • Ensures the reasonable security of the building and responds promptly to building emergencies and resident crises with appropriate emergency personnel as needed.
  • Participates in professional training as required.
  • Understands facility emergency plans.
  • Keeps abreast of changes in policy, methods, operations, etc., as they apply to property management operations and activities.

 

Minimum Qualifications:

  • 1 years’ experience working in residential property management, preferably in a low income setting.
  • Experience with conflict resolution, crisis intervention, and resident relations.
  • Knowledge of substance abuse and homelessness issues.
  • Basic accounting experience.

 

Preferred Qualifications

  • Certified in HUD, LIHTC, Rural Development, and HOME related programs.
  • Knowledge and understanding of residential property management and building systems.
  • Knowledge and understanding of Oregon Landlord Tenant Laws.
  • Knowledge and understanding of Federal, State, and Local Fair Housing Laws.

 

NOTE: HUD, USDA/RD, LIHTC AND HOME certification is preferred a qualification at the time of hire. Upon hire, all Property Managers may be required to complete HUD or LIHTC Manager Certification depending on the site where they work within the first 12 months of employment

  • Learn and implement property management software programs.
  • Ability to add, subtract, multiply, divide, and Physical Requirements calculate decimals, ratios, percentages, and fractions.
  • Ability to work in an office environment and in/ out a variety of residential buildings.
  • Ability to use independent judgment in routine situations, such as evaluating implications of proposed procedures, policies, and plans.
  • Ability to comprehend and correctly use informational documents including budgets, financial reports, occupancy reports, bids, contracts, and meeting minutes.
  • Ability to comprehend publications including HUD, HOME, Rural Development, and Tax Credit manuals, industry publications, and legal documents.
  • Ability to communicate effectively orally and verbally with a diverse audience including co-workers and staff at all levels, residents, vendors, and government officials.
