Schedule: Monday-Thursday 7:30 am - 5:30 pm
Duties and Responsibilities
:
Leasing Cycle Implementation
: Responsible for managing the complete leasing cycle under the Housing Choice Voucher program, ensuring timely processing of applications and ongoing tenant management.
Eligibility Determination
: Conduct interviews with applicants and tenants to verify and calculate income, assets, and resources, ensuring financial eligibility for the program. Reviews income and household details during interim and annual re-certifications to determine continued eligibility and benefit levels.
Voucher Issuance
: Issue vouchers to applicants and relocating tenants from the waiting list, ensuring compliance with all program guidelines.
Earned Income Verification
: Review Earned Income Verification (EIV) reports to confirm tenant income and detect unreported earnings. Take necessary actions to adjust tenant records and payments.
Repayment Reconciliation
: Receive and reconcile funds owed to the agency through repayment agreements. Maintain accurate tenant and landlord files, ensuring proper documentation of all transactions and actions taken.
Tenant and Landlord Inquiries
: Answer tenant and landlord inquiries regarding rent payments, damage claims, unit status, and other concerns. Provide clear and timely responses to maintain good relations.
File Management and Re-examinations
: Pull tenant files for re-examinations, make revisions as needed, calculate rent adjustments, and notify tenants and landlords of any changes. Schedule and conduct re-examination conferences as necessary.
Inspection Requests and Reporting
: Request unit inspections and prepare relevant forms for processing. Ensure accurate data submission for accounting purposes, including check run preparation.
Community Liaison
: Establish and maintain relationships with community social service agencies, referring tenants to available resources as needed.
Tenant Counseling and Conflict Resolution
: Counsel tenants on program matters and assist in resolving issues between tenants and property owners.
Clerical Duties
: Perform general office tasks including answering phones, typing, filing, mailing correspondence, and submitting documentation via secure sign.
Qualifications and Knowledge
:
High school diploma or GED required. Knowledge or experience with Section 8 programs is a plus.
Basic knowledge of office practices and procedures, business English, and arithmetic.
Some understanding of bookkeeping principles and techniques.
Familiarity with HUD and Authority policies, procedures, and practices related to Section 8 programs is preferred.
Proficiency in operating general office machines and computers, with a focus on office software.
Strong communication skills and the ability to interact effectively with individuals from diverse backgrounds.
Ability to establish and maintain effective working relationships with residents, community agencies, and other employees.
Valid Texas driver's license and eligibility for coverage under Authority fleet auto insurance.
Guidelines
:
The employee follows established policies, HUD regulations, and procedures for accomplishing assignments.
Routine tasks are carried out independently, while non-routine issues may require guidance from management staff or the supervisor.
Personal Contacts
:
Frequent contact with applicants, tenants, other employees, and community social service agencies.
Contacts are primarily for obtaining necessary information, documentation, and to assist with tenant housing needs.
Physical Demands
:
The work is mainly sedentary but may require occasional physical effort such as kneeling, crouching, or lifting files and records.
Some visual strain may result from working with computers and other office equipment.
Work Environment
:
The position is performed in an office setting, with typical office risks and discomforts. The workspace is adequately heated, lighted, and ventilated.
