Schedule: Monday - Thursday 7:30 am - 5:30 pm

Location: Hill County

 

The Section 8 Counselor/Inspector is responsible for managing the inspection process and implementing tasks related to the Housing Choice Voucher Program under the Section 8 program. The position requires thorough inspections, administrative duties, and effective communication with both tenants and landlords to ensure compliance with HUD Housing Quality Standards (HQS) and the efficient operation of the program.

Key Responsibilities Include:

  • Conducting Inspections:

    • Perform initial, special, and re-inspections of housing units to ensure compliance with HUD's Housing Quality Standards (HQS).
    • Document and record inspection results and notify owners and residents of violations.
    • Provide recommendations for necessary repairs and help ensure compliance with HQS guidelines.
    • Conduct rent reasonable comparability analysis to determine fair rent amounts and recommend rent adjustments based on market comparisons.
    • Approve or disapprove rental amounts requested by landlords.
    • Handle resident complaints and owner damage claims, advising all parties on corrective actions.
  • Communication and Documentation:

    • Notify residents in writing about violations of HQS and provide a timeline for necessary corrections.
    • Set appointments and mail notices to residents for upcoming inspections.
    • Recommend abatements, terminations, and changes in housing assistance payment contracts based on inspection findings.
    • Maintain detailed records of inspections, including complaint resolutions and damage claims.
    • Assist with obtaining signatures on leases and contracts and ensure proper documentation of all actions taken.
  • Leasing Cycle Support:

    • Interview applicants, verify income, and calculate resources to determine eligibility for the Section 8 program.
    • Conduct annual reviews of residents’ income and household composition to adjust benefits and ensure continued eligibility.
    • Issue vouchers from waiting lists or for tenant transfers and assist with the portability process.
    • Reconcile repayment agreements and maintain up-to-date tenant and landlord files.
  • Clerical and Administrative Tasks:

    • Perform clerical duties such as typing, filing, answering inquiries, preparing inspection forms, and maintaining records.
    • Ensure all records related to inspections and leasing are accurately logged, filed, and processed.
    • Assist with preparing reports for Somervell County and other community initiatives as required.
  • Training and Community Engagement:

    • Conduct training sessions for both tenants and housing owners on maintaining compliance with HUD standards and other program requirements.
    • Establish and maintain contact with social service agencies to support residents and refer them to necessary resources.

Qualifications and Knowledge:

  • Education: High school graduate or GED. Additional training or experience in building maintenance, inspection procedures, or public housing management is preferred.

  • Experience: Minimum of two years in residential or multi-family building maintenance or an equivalent combination of education and experience.

  • Skills & Knowledge:

    • Comprehensive understanding of HUD Housing Quality Standards (HQS) and inspection procedures.
    • Knowledge of HUD and Authority policies related to Section 8 programs.
    • Ability to perform rent comparability analysis and make recommendations based on market research.
    • Strong communication skills to work with diverse groups, including residents, landlords, and community organizations.
    • Proficiency in operating inspection tools, office equipment, and basic software applications.
    • Ability to manage inspections, resolve disputes, and communicate effectively to ensure compliance.

Physical Demands:

  • Inspections require physical exertion, such as climbing stairs, examining plumbing, electrical, and HVAC systems, and traveling between inspection sites.
  • The office work involves occasional physical exertion, including lifting, kneeling, and crouching for file retrieval and record-keeping.
  • Must be able to travel across the assigned region and inspect properties in varied environmental conditions.

Work Environment:

  • The job involves both office and fieldwork. Fieldwork includes visiting homes and properties to perform inspections, with exposure to adverse weather and physical site conditions.
  • Office environment is typical, with minor discomforts associated with extended computer work and paperwork.
