Rachel joined Express Employment Professionals in September 2012. After time in Management and Sales in both the Property Management and the IT Industry, she joined EEP to move back to Sacramento from the Bay Area. Rachel joined the offices owned by Tina and Tom Williams to start her career in recruiting as an Account Manager. Since joining the team in September 2012, she's been grateful to lead a dynamic team and partner with many local business leaders and candidates.
Tina, Tom, and Rachel partnered on their first Franchise together in January 2017 and have been partners of two-award winning Express Employment Professionals offices in the Sacramento Valley. They launched the new division of Specialized Recruiting Group in July 2022, after identifying the need of local business and candidates for a locally owned Professional Recruiting firm. They are passionate about partnering with businesses in the Sacramento area and making a difference by understanding each client company's business goals and staffing challenges, with the goal of identifying top talent for their organizations. Their approach is to get to know a client so well that they are considered an extension of their client's internal team.

Originally from the Bay Area, she made Sacramento her home shortly before the peak of the pandemic. Joining Express Employment Professionals in March 2021 as an Account Manager for the Skilled Trade and Light Industrial Division, Melina's dedication quickly earned her a promotion to Office Manager in 2024.

Kathryn manages the accounting department including associate payroll and client accounts. Kathryn earned an Accounting Clerk certification and is Express certified since joining the team in 2015. Utilizing her 15+ years of customer service, management and finance experience, Kathryn assists the clients and associates with all financial aspects.
Kathryn enjoys photography, traveling and supports her local PTA. She is described by her team as dynamic, loving, humorous, brave, playful, and sassy.
After a dedicated career serving as a military Chaplain, Houston found a new calling upon moving to California following a medical retirement.
